SNC-Lavalin Nuclear’s Role:
2 x 700 MWe CANDU reactors built with CANATOM NPM responsible for the civil and structural design of the site and buildings and nuclear and non-nuclear systems outside the containment structure (BNSP) and construction management and the supply of equipment and project management for the NSSS and the BNSP portions of the plants.



Early in 1997, AECL signed a contract with TQNPC (Third Qinshan Nuclear Power Co.) for the supply, construction management and commissioning of 2 x 700 MW CANDU units on a fixed, firm price basis.

The plant is located on the East China Sea coast some 120 km south of Shanghai on a site which already contains one 300 MW PWR reactor in operation, and two 600 MW PWR reactors under construction. The contract effective date was February 12, 1997. The scheduled completion dates were February 12, 2003 for unit 1 and 9 months later for unit 2.

The reference plant is the Wolsong 3&4 plant in Korea.

The Plant is divided into two major areas: NSP (Nuclear Steam Plant) and the BOP (Balance of Plant). The BOP scope includes buildings, structures and systems within the turbine building (T/B), T/B annex, water treatment plant, pumphouse, firewater supply system and transformer area.

The NSP scope includes the reactor building, the service building and other auxiliary structures, and all systems within these buildings and structures. The NSP is further divided into the Nuclear Steam Supply System (NSSS) and Balance of Nuclear Steam Plant (BNSP).

The major participants and their roles are:

TQNPC: Owner, BOP construction management, fuel supply and heavy water supply

AECL: Main contractor, NSP design

Bechtel-Hitachi Consortium: BOP design and equipment supply

SNC-Lavalin Nuclear: Site project management, NSP construction management, commissioning management, NSP equipment supply, and BNSP design.

Chinese construction contractors: Construction

SNC-Lavalin Nuclear had overall project management responsibility at site, including maintenance and management of all temporary utility services within the site fence and other temporary construction areas outside the fence allocated to the project.

SNC-Lavalin Nuclear carried out the construction of the NSP by contracting with local NSP construction contractors. TQNPC is a party to these contracts in order to assume the settlement obligations for these contractors and the responsibility for payment of the actual cost. In addition, SNC-Lavalin Nuclear contracted with a local inland transportation contractor on the same basis.

TQNPC carried out the construction of the BOP by contracting with the BOP construction contractors.

For CANDU projects, Qinshan was the first to use:

3D CADD to produce construction drawings.

a new state of the art database to electronically manage and archive all drawings and documents

open-top R/B construction with improved construction flexibility.
